The Houston Business Journal defines "Katy/West Houston" as the areas of Katy, Brookshire, Fulshear, and the area west of Beltway 8, north of Westpark Tollway and south of FM 529. Companies in the immediate proximity of Beltway 8 but not west of it were allowed.
